A MODEL TO EXPLAIN PARTICIPATION IN NEW YORK'S AGRICULTURAL DISTRICTS AND USE-VALUE ASSESSMENT PROGRAMS AgEcon

Logit regression models are estimated to identify factors affecting decisions to enroll farmland in New York's agricultural districts program and participate in the use-value assessment program. The results suggest that the districts law is consistent with preserving the best farmland at the rural-urban fringe and that the decision to enroll in agricultural districts affects in a recursive fashion the decision to participate in the use-value assessment program. Short-term monetary gains are the overriding considerations in applying for use-value exemptions. This may lead to additional erosion of the tax base via tax preferences for agricultural land.

Agricultural and Farmland Protection Planning: A Case Study in Orange County, New York AgEcon

The Agricultural Protection Act, passed by the State Legislature in 1992, strengthened New York State's Agricultural Districts Law. One component of the Act provides for county Agricultural and Farmland Protection Boards to develop county agricultural and farmland protection plans. The Department of Agriculture and Markets encourages the development of such plans through a matching grants program. This paper discusses the tools and strategies county Agricultural and Farmland Protection Boards may use in their plan development process. The Census of Agriculture provides a continuing historical record of what has happened on New York State farms and its wider rural economy. The purpose of this report is to provide readily accessible information on basic historical facts about agriculture in New York State such as land in farms, numbers of farms, acreage of major crops and numbers of livestock for census years dating back to 1992. Census results for 2007 show that 24 percent (7.5 million acres) of the State’s land area was in farms. This acreage is roughly equal to the land in farms reported in the early 1990s but far below the peak acreage in the early 1900s. Much of the land formerly in farms has reverted to forest or brush. The costs of tax relief for New York agricultural landowners is compared with the willingness-to-pay for farmland protection as measured in valuation research. Under an income tax rebate, the program cost is positively related with the perceived household benefits, whereas this trend is reversed under a local property tax exemption.

Documenting the Status of Dairy Manure Management in New York: Current Practices and Willingness to Participate in Voluntary Programs AgEcon

Despite intense policy interest in livestock operations and water quality, only anecdotal evidence exists regarding actual manure management practices on dairy farms. This paper discuss the results of a unique mail survey of 470 New York dairy farms that links manure management practices and farmer willingness to participate in voluntary environmental programs. Analysis of this data set indicates a wide divergence between actual and recommended manure management practices on individual dairy farms (high), the apparent ability of farms to divert financial resources to environmental practices (mixed), and the willingness to participate in voluntary programs at various annual costs per cow (low). Between the fall of 2007 and the spring of 2008, 71 golf course superintendents responded to a survey related to their immigrant employees and immigration policy issues. The objective was to determine golf course superintendents’ concerns and perspectives regarding labor availability, immigration policy and the immigrant workforce. The survey was completed by golf course superintendents who manage businesses that currently employ Hispanic workers. This was done intentionally to identify concerns and attitudes of supervisors who already rely on Hispanic workers. Information Needs of Agricultural Exporters: Results from a Focus Group Series AgEcon

Focus groups were held to provide more in-depth information on issues raised by a largescale survey of agricultural exporters conducted in 1994 by USDA. Two focus groups were held in New York State and two in California, and the total of 28 participants included both experienced and new exporters of fruit products. The emphasis of the discussion was on the information-seeking behaviors of export firms and businesses that are considering entry in offshore markets, and on identifying potential information gaps or obstacles to success in the exporting arena. This study revealed some important divergences between new entrants and those more experienced at selling overseas. While experienced exporters have well-developed informal networks of information and focus their search strategies on better long term and short term study/demand information, “would-be” exporters tend to be more concerned with locating a “qualified” buyers list, and getting information on export procedures, and trade logistics. In addition, would-be exporters expressed frustration with two types of obstacles where information is least likely to solve the problem: Time lags when shipping perishable goods and exogenous factors (such as precipitous changes in a foreign government).
